Phoenix, Arizona (CNN) -- Arizona Gov. Jan Brewer signed a bill Friday that requires police in her state to determine whether a person is in the United States legally, which critics say will foster racial profiling but supporters say will crack down on illegal immigration.

The bill requires immigrants to carry their alien registration documents at all times and requires police to question people if there is reason to suspect that they're in the United States illegally. It also targets those who hire illegal immigrant day laborers or knowingly transport them.

The Republican governor also issued an executive order that requires additional training for local officers on how to implement the law without engaging in racial profiling or discrimination.

"This training will include what does and does not constitute reasonable suspicion that a person is not legally present in the United States," Brewer said after signing the bill.

"Racial profiling is illegal. It is illegal in America, and it's certainly illegal in Arizona," Brewer said.

The rules, to be established in by the Arizona Peace Officers Standards and Training Board, are due back to her in May. The law goes into effect 90 days after the close of the legislative session, which has not been determined.

  1. The federal government has failed to enforce the immigration laws and protect the people of our border states and country. Perhaps the most important duty of the government is to provide law enforcement to protect it's people. As a young police officer in L.A. County in the early 70's, it was the norm to arrest illegal aliens when encountered. By the mid-seventies it was no longer politically correct to do so and local governments directed officers not to arrest but only notify immigration authorities. The pendulum in Arizona has obviously swung back as the increase in violence, drug smuggling, and kidnappings associated with illegal immigration has taken their toll. The Arizona law copies the unenforced federal law and Arizona officers will not be rounding up illegal aliens by the bus load as demonstrators seem to suggest. In fact they will be returning to the old policy to arrest and notify I.C.E. when they come in contact with suspected illegals instead of releasing them back into the community. As a country we must insist that aliens enter the country legally just as my parents did when they immigrated to the U.S.A. in the early 50's. Everyone entering this country must come in the front door and not the back.

  3. I don’t expect this law to stand a court test. Regardless of claims to the contrary, enforcing it without profiling will be virtually impossible.

    It will be interesting to learn how those who hire the illegals respond. Wage rates for lots of labor-related things would rise (homeowners, small and large businesses, etc.). If there are a lot of illegals in manufacturing (as I expect there are), the employers will have a big decision: pay higher wages for legals, go out of business or move out of state. The competitiveness of the current economic environment makes companies very sensitive to wage rates and many Arizona companies could be priced out of the market if they must pay higher wages.

    It will also be interesting to see that list of things that do and do not constitute reasonable suspicion. Once the list is publicized, illegals would simply learn to avoid the behavior.

    Eliminating illegals would be a lot easier if fewer people benefitted from their existence…

  5. are you really that dumb people. These are people that allow you to have your produce and vegetables at a reasonable price. You hypocritical people benefit from undocumented immigrants just as much as everybody else does. So how about if you really want to take a stand only grow your own fruit and vegetables, build your own houses, do all your own yardwork and maintence, etc. The ignorance of people is amazing...and I am not suprised as to how biggoted Menifee is.     We would be able to afford more because there would be NO mor cheap labor and our personal incomes would rise.
    Unemployment would be at ZERO and we would not have a healthcare system in ruins.

I think if any of these people who are supportive of illegal aliens, took a real close look at the criminal activity at the towns along the Mexico border, they may begin to understand why Arizona came to grips before it became infested with crime as Texas and California has. This law has not been put into effect to be discriminatory. It was put into effect to curb the types of crime that which is perpetrated here in the United States by illegal aliens on more of a regular basis.
    When I see the Police of the border towns and states complain that their is a problem I will take notice. In the meantime, Understand the law was put into place to aid to protect the citizens of Arizona. I wish California would do the same and quick. Unfortunately we have a piss poor Governor who thinks aliens are a good thing. The wealthy enjoy having slave labor and cheap labor is the legal way to have slave labor.
    As for the Americans who do work similar to that of many of the Mexican nationals,... do keep this in mind,.... There is a reason why Landscapers, many construction trades, many restaurant positions, maid companies and many other positions, feel they don't get paid enough and rarely get a raise is simple. There is an endless supply of new labor walking in over the border looking for jobs here and making it difficult for far too many that work hard to ever get a raise and do well for their American family. Unemployment would be reduced by a huge number. The state of California would be able to afford teachers and the like. There is a large number of illegal aliens who are granted permission to come to the United States every year legally. Is it too much to ask that we keep everyone on the same page of being legal in this country?
    why is it when the state tries to protect its citizens in numerous ways media makes it hype and you hear terms like nazi and such.
    FYI nazi rounded people up to kill them. This is about upholding the law. Illegal aliens are here illegally. It is about aiding the law abiding citizens. It is about aiding the police to keep their communities under a reasonable control without losing control.

    The fact that people take advantage of others who have things to hide or who do not speak English....is the very reason you should be defending the American call to CLOSE the borders and diffuse the march toward "multi-cultural" segregation. The more people are lured into celebrating their own ethnicity and NOT assimilating into the American culture and language, the more apartheid and slave labor wins. It's not a slam against a culture or a race to encourage assimilation.

    Something MAJOR changed in the 60s in our immigration policy that had some BAD results. I came in the 50s and eurasian was not HIGH on the list of immigration quotas, so it took us 10 years to make it up the list and finalize all that had to be done. The 60s mentality said that's not fair to have quotas that preferred european professionals over asian laborers...so they changed the law. The unforeseen CONSEQUENCES of that change led to CHAIN immigration policies that have created pockets of immigrants that NO longer value American liberty, English language, American culture the way the first 200 years of immigrants did.

    We may need a REAL serious debate on how to find and help the "shadow" illegal immigrants who do not engage in criminal activity, but the VERY fact that they entered the country without due process MUST be stopped. The whole "profiling" issue is a joke. There is NOTHING wrong with profiling people to protect yourself. You'd be giving up a basic human instinct of logic, reason and observation. Staying Politically correct or making profiling about "racism" is a JOKE that puts us all in DANGER.

    If I can't use race or color to describe a person, then I'd be ignoring the elephant in the living room.

    We often know what skin color people are, or race or culture...just because we say it, or use that as a description to help in an investigation --- does not make us a racist people or prejudiced or any such nonsense. We did it for WWII with Germans and Japanese in order to protect the country, we need to do it now. Don't tell me that police can't profile on race or cultural distinctions. They would be idiots if they didn't.

    Racism exists, it's a human weakness that should not be encouraged in public officials, but let's not confuse RACISM with common sense, reason, logic and open discussions. Just because I KNOW there is an elephant in the room and SAY so, doesn't mean I hate elephants.

That includes the hotel maids, the restaurant workers, the farmers, etc.. Oh, and these states are not in the financial crisis that California is in.   13. The labor to pick fruit and veggies is around 3% of the resale price charged for same. Even if the labor costs were doubled, it would only add 3 cents to the dollar. So stop using the ignorant and ridiculous arguement that without illegals, our food prices would jump out of sight!

The 3 cent increase in the price of fruits and veggies is a myth, actual cost would be significantly more, unless of couse the corporations would be willing to cut into their profits to benefit the working men and women, but that is not likely. The health insurance issues in this nation has less to do with illegals and more to do with the profit margins and greed of the insurance companies. There are alot of bigoted people in the IE and in Menifee, but I do not think this issue is based in racism as much as ignorance. I came from the Mid-West and can tell you that the people working the fields and menial jobs are undocumented/illegal, but the number is so low that the states do not care. The reason that the federal government won't deal with immigration is that all the pols. from states without issues in immigration will not vote for anything that will cost their state $$$. Many of the politicians speaking out now are anti immigrant because the press is watching, but have done very little to fix the problem in the past.

  18. Why are we to assume that the person mowing our lawn is illegal? My gardener is Hispanic and legal! Why would you assume that the person picking our produce is illegal? I work in construction and we are very thorough about only hiring legal workers. We also pay above minimum wage. To say that the prices related to these industries would go up is premature. We don't really know what the affect would be, do we. I would say that Anonymous April 28, 2010 12:25 PM is the bigot for assuming that all Hispanics in these industries are illegal. My Caucasian father grew up picking cotton and produce and he is legal.

    out of prosperity. What one person receives without working for, another person must work for without receiving. The government cannot give to anybody anything that the government does not first take from somebody else. When half of the people get the idea that they do not have to work because the other half is going to take care of them, and when the other half gets the idea that it does no good to work because somebody else is going to get what they work for, that my dear friend, is the beginning of the end of any nation.     Yes, actually, we do.

    Removing the presumably large number of illegals from the labor pool who are willing to work for the lowest wages will certainly cause costs to rise. As with everything else, when the supply of something shrinks, its cost (wages in this case) goes up. It’s Economics 101.

    Neither small nor large employers are beating the drums in support of strict enforcement. We like to think of these enterprises as the backbone of our economy, but they want and need cheap labor. Driving companies out of business by raising wage levels serves no purpose.

    Manufacturing jobs have migrated to areas of lower wages over the last decades. If the U.S. is to regain some of those lost jobs, production costs must fall. Our medium and large corporations understand the benefits of outsourcing to areas of lower costs and will do even more of it if they have to pay higher wages here.

    The realities of the world economy in the 21st century are very different than the time before the USSR collapsed. We’re not going to be able to put the genie back in the bottle.

  26. I love the economics lesson: Economics 102 if we are only employing 85% of our legal citizens and we have a 10% illegal population wouldn’t it be best to employ those first. Illegal aliens do not pay taxes and a lot send there money back to Mexico to there families. The ones that squat in California also do not pay taxes and require us to spend our funds to raise there children. Think of it this way we can reduce class size by 10%+. In the urban setting people are flooding houses, houses with 20+ illegal’s trying to get by. Shelters can not take care of all of these people, so what will they do for food; we all know exactly what they will do. Mexico’s president spews the most hypocritical statement as he blasts Arizona for there tuff illegal immigration laws as it’s a 10 year sentence still to enter Mexico illegally. Maybe he dose not wish for them to be their ether?

    If people are making more money they spend more money witch in turn adds to the over all stability in a community, driving demand up forces more manufacturing in turn creates jobs witch repeats the cycle over and over again until someone comes along and steal those jobs driving wages down preventing people from buying goods causing demand to drop and production to come to a halt. Look I am not the smartest man in to world but take Mexico for example. They have lived in poverty for a really long time and having cheap labor has not seemed to have helped them. Go Arizona!

I would like to see a a show of hands of how many Legal Americans are willing to go out and pick fresh vegetables and fruits out in the hot sun for 10 hours a day. How many Americans will become gardeners? How many are willing to work in factories doing dirty jobs. I personally know a lot of people who have said "I will!". But not one that I know of has applied for any of these types of jobs. Why? Plain and simple. Americans are lazy. It's no lie. Look at the average American at your store, bank, fast food and sit down restaurant. They are all fat walruses (well....pigs really) If you really want them out of here, get off of your gelatenous behinds and do the labor. Live it, say it, do it!

  31. I agree with Anonymous... If I were to go to France, speed down the street, be pulled over by a cop, I'd be asked to show my license and passport. Why can't we expect people to do the same here? If they are speeding in AZ, if they are pulled over and show a Mexican license, why can't we expect them to also show their passport? The law seems fair to me, as long as people are honestly being stopped for doing things that are breaking other laws, we should ask to show proof of their country of origin.

    France, Germany, Egypt... most countries across the world you'd get punished if you broke a law in that country and could not establish that you had the right to be IN that country. Why can we not do the same here?

  32. The fact that most border states have now sided with Arizona speaks volumes. The fact that the states bordering the border states have now sided with Arizona also speaks volumes. The fact that Arizona residents support the new laws, and their governor and maricopa county sheriff speaks volumes. If the Federal Gov't is not going to police our borders effectively and the aftereffect is the great swell in crimes of violence along the US side of the border, and the huge influx AND settling of illegals into the border states, then God Bless the states for protecting their legal citizens. The State of California should take definitive steps to curtail the ongoing and ever increasing numbers of illegals entering yearly. To turn a blind eye because we don't want to take on the challenge is simply like trying to cure acne with a safety pin. The results are often permanant and ugly!!!

I say California needs to grow a pair and follow Arizona's lead.Only then will we see some progress in our schools, unemployment and safety. If you get pulled over, you have to have your driver's liciense on you to show the police, when you are here LEGALLY you are required to carry your green card or other document stating that you are here legally on your person, so what is the problem...Oh that's right, they are ILLEGAL and don't have the stuff to show and it violates THEIR rights to be asked to produce the cards...   38. Lets all read these comments over again briefly, seems like there are more people that support the Arizona law then oppose it. But the question is, is it really the legality that is in question of the person, or that we dislike hispanics? It may be hard to believe but there are other ethnic groups in the US, that are here illegaly. I mean not all Hispanics are here illegally. Theres Asians, Middle Eastern people, Indians, White Europeans, Canadians, and Africans that are here illegally. Im Native American, and guess u all were illegal immigrants at some point in time. Ive talked to some illegal mexicans and asked why they risk so much to come to this great country and most of them say, to live a better life and provide a better life for there offspring and leave the oppression they face in Mexico. It kind of sounds like the story of the pilgrims and the reason they left there country. Immigration needs to be fixed but the way we go about defines who we are as a nation. The US is a great Nation and it is great because of all the immigrants that live here.

  40. My ancestors had no sense of property rights. When the european settlers came my ancestors greeted them and taught them how to survive in this great land. There was no immigration laws, europeans kept comming into America and claimed this country as their own. Since my ancestors didnt look like them the majority ran us off our native lands. We all know what happened. Im not posting this to argue or offend anyone but to give u a different insight. We are all human beings , we all have the right to live and the right to pursue a better life, its in our constitution. We can not stereotype and categorize people because they look a certain way, that is not the American way. This Nation is a great nation and we dont do that here. We need to fix this immigration issue but we can come up with a better way then the arizonan law. I dont have a easy solution for illegal immigration, but i dont think the way AZ is handling it is the way to go. Not everyone that is hispanic is illegal and not everyone who is illegal is a bad person , it takes a few incidents to ruin it for all.

  45. I have much respect for peace officers, but not everyone has the same ideology.
    The recently passed immigration law in AZ allows cops to ask suspected illegal aliens (what a terrible term) for identification. Since the most useful guide in Arizona as to who might be in the United States unlawfully is to start with anybody who looks Mexican or Foreign, police will more often than not can use ethnic identifiers as the basis of any profile. And, that, by the way, is the definition of racial profiling. Arizona’s law attempts to cover that potentially unconstitutional base by requiring officers to have “due cause” to detain someone before asking for their papers. But I suspect my toddler could see through that one ... if a cop wants to find an excuse to check you out, he has one of many to choose from, whether it be speeding or any of the thousands of misdemeanors on the books, such as spitting on the sidewalk or littering. Jan Brewer, Arizona’s governor, has said that “we need to trust our law enforcement.” But how can we trust them not to profile when the law’s very intent is to detain and deport a class of people defined by their ethnicities? The loopholes just seem big and obvious to me because it doesn’t really make any sense to pull over Caucasions or black people if you’re looking for Mexicans or Guatemalans, right? And please don’t give me that tired argument that they’re not just looking for people from Central America, they’re looking for all unlawful residents ... Arizona isn’t worried about being overrun by undocumented Canadians or Europeans.

There are many Mexican Americans enlisted in this great nations military that would die to defend our freedom. Many proud Marine, Army , Navy and Airforce personell that would get offended if u call them Mexican American. Some may even ask u why they have to be Mexican first. I have a friend in the Airforce of hispanic descent that always asks me why he has to be Mexican American and not American Mexican instead. Like I said before, we need to stay away from stereotypes. Hispanics are very prideful, the made in.
    Mexico stickers u see is just a way of them keeping connections with their roots.
    Its mainly first generation mexican immigrants that act that way. Youd be
    surprised how many second and third generation Mexican Americans dont speak
    Spanish or understand it. There are some that are afraid to speak English because you might make fun of their accent, ive seen it happen many times so theyll have their kids translate so they dont feel emberrassed. And then theres those that ruin it for all, like the drug traffikers and smugglers, but thats a rather small percentage. The majority of the people that decide to immigrate into this great country illegally are desperate feel like they have no options, so desperate they leave their families behind so they can make a lil more money to send for their families in the future, so they too may live a better quality of life. Mexico is a 3rd world country full of curruption and The Drug cartels killings. Most of these ppl would rather come over here and do some jobs that many see as undesirable then to live in a hostile enviroment. Its the stereotypes we need to stay away from. Not all Native Americans are drunks or uneducated either. Like Ive said several tiles now, I recognize that this issue needs to be addressed but the law that AZ has decided to enact doesnt seem constitutional. They enacted that law out of desperation and sometimes when we are desperate we do irrational things that at the time may seem like a good idea

  50. For the man who said we need Illegals to do our housework etc. Hogwash!! I am a 41 year old woman with two kids while my husband is in Afghanistan. You do not speak for all Americans! I DO grow my own vegetables in my back yard!,
    I clean my own house, (better than illegals), I mow my own yard and do yardwork.(better than illegals) and I make Mexican food better than the crummy stuff I have tasted from illegals. Because I learned from friends and family who came here LEGALLY! I DO NOT NEED ANYTHING FROM ILLEGALS! ANYTHING THEY CAN DO, I AM CAPABLE OF DOING MYSELF! Not ALL Americans are LAZY, and want any of illegals crappy services!
    SO BEFORE YOU MAKE A STUPID STATEMENT LIKE THAT, YOU BETTER REALIZE, SOME PEOPLE LIKE ME, NEED NOTHING FROM ILLEGALS!

    Most of us also fit your description. But what you’ve described is a willingness to do things for yourself rather than hire others (also like most of us).

    The real issue, though, is would you be willing to hire yourself out to others doing the things you describe for the same wages that illegals are willing to accept? For many people who aren’t well off and aren’t able to do things for themselves (e.g., those who are elderly and living on a limited income), having work done at the lowest cost is a critical issue. Companies that hire illegals are simply able to perform work cheaper, saving us all some money.

  52. I'm about to leave CA our state is going in the dump. LA is a joke gang problems and illegals everywhere and they want to just keep it coming. We should have the mayors of LA and SF arrested for not enforcing the laws and harboring illegals. God bless AZ I hope this law wins in court and spreads like wildfire.
