Funding Agreement Set for Extension of McCall, Briggs Road

Eastbound traffic on McCall Boulevard stops at Aqua Drive, where Phase IV of the Heritage Lake development is underway. McCall will be extended east to Briggs Road.
The Menifee City Council has approved credit agreements to enhance developer fees funding traffic improvements in the latest phase of the Heritage Lake housing development.

Construction is underway in Phase IV of the Heritage Lake community on lots at the east end of McCall Boulevard. Currently, McCall dead-ends about a quarter-mile east of Heritage Lake Drive. The construction of 817 new homes by Standard Pacific Homes in the Lakeview at Heritage Lake community requires the following road improvements:

-- McCall Boulevard will be extended east to Briggs Road.

-- Briggs Road will be paved from Grand Avenue north to Matthews Road.

-- A traffic signal will be installed at the intersection of McCall Boulevard and Briggs Road, and a new signal will be installed at McCall and Heritage Lake Drive.

Funding for the project is provided through the county's Transportation Uniform Mitigation Fee (TUMF) program and a Development Inmpact Fee (DIF) program implemented by the City of Menifee. The TUMF program requires developers to pay fees to allow for transportation projects necessitated by their projects.

According to agreements approved by the city council last week, there is expected to be no cost to the city for the transportation improvements. The TUMF obligation for the transportation portion of the development is $7.2 million, according to city documents, and the maximum allowable budget for projects within the TUMF program is $3.4 million. A fee credit of $2.1 million in TUMF funding was approved and is subject to revision upon verification of actual costs.

The solid brown lines indicate the portions of McCall Boulevard and Briggs Road that will receive road and/or traffic signal improvements.

  1. Anyone know when this road work will start/finish? It will provide a much-needed route to the high school for local kids who want to walk/ride there. There is not bike lane/sidewalk on the 74 near the school.
