The Local Agency Formation Commission yesterday approved the vote for cityhood, likely placing the issue on the public ballot in June 2008.

LAFCO also approved a few minor changes to the borders of the future city. Below is a map of the new borders...

The changes are...

  • The southern rectangular section (in light orange), south of Keller Rd, will be ceded to Murrieta. This area is the hills of boulders, and there's hardly anyone living on it. The landowner and the City of Murrieta have been working on a project called, "Murrieta Hills", and the Menifee Valley Incorporation Committee has agreed to cede this land to Murrieta.


  • At the western border, right where Lake Elsinore meets up with Menifee, there's a small sliver of land dubbed "Christensen" (not Christensen Ranch), that Elsinore wants to annex for a new community.


  • At the far northern end, there's chunk of land that's technically now Romoland, but has been within Perris' sphere of influence. This will be given to Menifee.

Some facts about the future city...

  • The name of the city will either be "Menifee" or "Menifee Valley". This will most likely be on the ballot.


  • The new city will begin on October 1, 2008.


  • The new city will have a "city manager" form of government, and five city council members elected at large. Once elected, the city council members can change their future elections by district, or keep them at large.


  • The population residing with the proposed borders of the new city is 60,467 as of July 1, 2006, of which 27,192 are registered voters.


  • The future city will comprise an area of 48.5 square miles.

CSAs 33, 43, 80, 84, 86, 138, 145 and 146 will be removed from Menifee and services will be provided by the new city.

All parks owned by the County will be ceded to the new city. Parks currently owned by Valley Wide will remain with Valley Wide. Other facilities now owned by the County will not be transferred to the new city, but may be transferred under negotiation.

  2. Will there be a set Property Tax perccntage? I know currently, different neighborhoods pay different rates. This is something that should be addressed. Builders neglected to disclose the tax rates in various neighborhoods, taking some homeowners who have not done their homework by surprise. I know Redhawk in Temecula was able to reduce their tax rate once incorporated into Temecula City limits.

  3. So is Heritage Lake now Menifee? When is this going to take place? Also, we just got our tax bill and it shows our tax rate at 1.0256%. I called and they said that we would be getting a supplemental tax bill because this was only on the land. They said that this is our tax rate. I am confused htough because we were told when we bought that it was 1.8%. I live in the Bridgeport tract, does anyone know anything about this?

  4. Heritage Lake lies within the "Option 3" borders of Menifee Valley. Basically, yes, residents of Heritage Lake will get to decide if they want to become part of the new City of Menifee.

    The tax rates are all different throughout Riverside County because there are so many districts. The east side of the I-215 has Valley Wide Parks, which is a district. There are also "Community Service Areas" which provide parks and services, and those are districts too. There are four different school districts that serve the Menifee Valley (Menifee, Perris, Murrieta, and Romoland). All these districts overlap each other. It just depends on where you live as to what your overall property tax is.

  5. I am inquiring to the Menifee incorporation proposal. I live in rural Perris and wondering how could residents in my community could voice our opinion to the Menifee propasal. I know my neighbors would rather be a part on Menifee than Perris, we are located at the corner of Ethanac and Goetz, south of Ethanac and west of Goetz. I can be contacted at palmda@verizon.net.

  6. David, it's not so much about you wanting to be in Menifee, but if Menifee wants your land. What any city wants is more tax revenue. That means more retail or industrial. A city will annex more homes if it means they can get more business. Assuming your neighborhood is not within the city limits of Perris, that's the proposal you'll have to make to the future city of Menifee.

  7. Maybe I am looking at it all wrong, but the city of Menifee sure looks pretty small. I am looking at the borders and it doesn't seem to measure to much. Are we thinking of annexing more land later?

    Your comments are appreciated! So can you tell me the time and place this request could be shared with the city of Menifee? I do not know where the city limits of Perris are but if you look at the map our community is at the corner of Goetz and Ethanac, the development has been here about 3 years and we would really like to annex our community from Perris.

  9. David, you're within the city limits of Perris. You'll have to gather signatures and petition the city of Perris to secede. At the same time, petition the future city leaders of Menifee to annex your land. I've never heard of such an effort, involving two incorporated cities, ever happening.

  11. Looking at the proposed city map, I see that the neighborhood of KB homes is excluded from the proposed city. We would then remain county, which isn't all that bad tax wise, but I'm concerned that we'd be incorporated into Murrieta. Why was this area excluded?

  12. I think Menifee is also a great name for our city. I Menifee valley will be to similar to Murrieta valley. We do not need two cities next to each other with the MV-MV initials.

  14. Hello All-I've lived in "Menifee" since 1990 (I was 8 years old), but I am in Romoland. West of Briggs, and south of Mapes. So, will I live in Menifee again, or still in Romoland?~THANK YOU 4 YOUR HELP~Leah
